Problems are often attempted to be solved with inadequate methods. But to get to the root of the problem, it is important to understand the nature of existing challenges in order to derive appropriate methods for finding possible solutions. The Agreement Certainty Matrix is a useful method to analyze existing problems in detail, e.g. with involved employees of a department, in order to derive the appropriate solution approach. Problems and challenges are divided into four categories: simple, complicated, complex and chaotic.

– A problem is simple if it can be solved reliably and with recurrently the same means and measures that are easy to copy (e.g. following a construction manual).

– A problem is complicated when trained experts must devise a m.gible solution to achieve recurring predictable solutions and results (e.g., building an airplane)

– A problem is complex when there are multiple paths to a possible solution and the outcome details cannot be fully anticipated in advance (e.g., establishing a fitness level to compete at the highest level).

– A problem is chaotic if the starting point and context of the problem is unstructured and there are no regularities to identify possible paths to the goal that make a possible solution predictable (e.g. B. the organization of rescue teams after the attacks on the Twin Towers in New York in 2001.
